Validates the draft of the user and makes it the next published version. New runs use that version. Send editing_version.id and editing_version.edit_counter from the get playbook response. If the draft changed after that read, the request returns 409. If the user has no draft, the request changes nothing. When two users publish, the latest publish wins.
