Returns details of all plans in a given Workspace.
There are 3 types of plans shown:
- Effective plan - the plan that is currently active for the workspace
- Incomplete plans - plans that are not active at this moment, for example started upgrades or permanent "free" plan
- Available plans - all plans that are available for the workspace to upgrade to
Usage information within plans is only returned by the "effective" plan and only
for limits that are scoped to the workspace (not project).
